 hristophe Texier\, LPTMS\nThe Wigner time delay captures temporal aspect o
 f the scattering process. Due to its relation with the density of states o
 f the open system (here a chaotic cavity)\, it is also of great interest f
 or the study of coherent electronic transport in mesoscopic devices.  Usin
 g the joint distribution for proper time-delays of a chaotic cavity derive
 d by Brouwer\, Frahm &amp\; Beenakker [Phys. Rev. Lett. 78\, 4737 (1997)]\
 , we obtain\, in the limit of large number of channels N\, the large devia
 tion function for the distribution of the Wigner time-delay (the sum of pr
 oper times) by a Coulomb gas method.  We show that the existence of a powe
 r law tail originates from narrow resonance contributions\,  related  to
  a (second order) freezing transition in the Coulomb gas.
